i am not using the stretching rings at the moment, but yes, when i was masturbating more regularly than i am now, it helped to keep the foreskin stretched enough that i could peel the foreskin down over the glans head. this meant that the bunched up foreskin sat in a tightish ring immediately beneath the glans head. this allowed me to decode whether i wanted the foreskin up or dow, or even the ability to do both rapidly.
